## 8.0 PLANETARY GOVERNMENT STRUCTURE

### 8.0.1 THE PLANETARY COUNCIL

**Aurelia's governing body is the Planetary Council**, consisting of **equal representation from each of the five continents** (one representative per continent). Council representatives rotate every four years, preventing entrenchment and enabling broader participation across the population. The Council validates major policy decisions, coordinates between specialized departments, mediates disputes between continents, and ensures all major policies affecting all Aurelians receive supermajority support (4 of 5 continents).

### 8.0.2 DEPARTMENTAL GOVERNANCE AND EXPERTISE REQUIREMENTS

**Governance occurs through seven specialized departments**, each responsible for distinct functions critical to maintaining Aurelia's post-scarcity and post-equality principles:

**Technology Oversight Department** — Regulates and validates technological systems, ensures equitable access, and prevents unauthorized surveillance or control. Staffed by computing specialists, systems designers, and technology ethicists.

**Medical & Healthcare Department** — Oversees universal healthcare, medical research, pharmaceutical regulation, and reproductive biology. Staffed by licensed medical professionals, epidemiologists, and health systems managers.

**Education & Skill Development Department** — Manages planetary education standards, assessment frameworks, pathway credentialing, and higher education coordination. Staffed by educators, learning scientists, and institutional leaders.

**Infrastructure & Resources Department** — Manages PulseRail systems, water and energy grids, waste management, environmental monitoring, and regenerative agriculture. Staffed by licensed engineers, environmental scientists, and systems managers.

**Defense & External Security Department** — Manages defense drones, external threat monitoring and response, and planetary perimeter security. Staffed by specialized security strategists, explicitly vetted for refusal to apply defense systems to internal population control.

**Justice & Conflict Resolution Department** — Manages judicial systems, criminal investigation, dispute resolution, and enforcement of laws prohibiting forced bonding. The department operates on restorative rather than punitive principles (see 8.1.1 FOUNDATIONAL PRINCIPLES AND SEPARATION OF POWERS & 8.1.2 RESTORATIVE JUSTICE PROCESSES).

**Continental Coordination Department** — Facilitates communication between continents, manages shared resources, addresses regional disputes, and ensures equity across all five regions. Staffed by representatives with deep knowledge of continental cultures.

**Positions within departments require demonstrated expertise in the domain they govern.** All staff meet minimum qualification thresholds established through education, certification, and professional application. Individuals pursuing positions in departments where their continent currently lacks qualified candidates may pursue necessary education, ensuring continental representation is not sacrificed for expertise, but equally ensuring unqualified individuals are not placed into specialized roles.

**Policy approval follows the supermajority requirement established in Section 8.0.1.** This structural requirement prevents any single continent from imposing its values on the entire civilization. Departmental decisions requiring expertise remain within departmental authority unless they represent structural policy changes or effects across multiple continental regions.

## 8.1 JUSTICE SYSTEM ARCHITECTURE

### 8.1.1 FOUNDATIONAL PRINCIPLES AND SEPARATION OF POWERS

**Aurelia's justice system operates on restoration rather than punishment.** The goal is to make victims whole, restore individuals to community, and prevent future harm—not to isolate or cage individuals. Justice processes operate entirely separately from governance bodies and defense systems, preventing the weaponization of justice against political opponents or disfavored populations.

**The Technology Oversight, Medical, and Defense Departments operate with strict operational separation and transparency requirements.** Technology systems cannot be secretly weaponized for internal surveillance. Medical authorities inform but do not decide—doctors provide evidence-based recommendations; individuals make autonomous choices about their bodies, reproduction, and medical treatment. Defense systems are mechanically incapable of conducting internal surveillance and cannot be applied to internal population control under any circumstance. This separation is structural and legally binding.

### 8.1.2 RESTORATIVE JUSTICE PROCESSES

**The primary conflict resolution mechanism for most disputes and lower-level harm is the Restorative Justice Circle.** Trained facilitators bring together the person responsible for harm, the person harmed, and community members to discuss impact, understand intent, and develop restoration plans. This process is mandatory for interpersonal conflicts, theft, minor property damage, and disputes between community members.

**Serious crimes receive investigation by neutral bureaus** within the Justice Department, separate from judgment. Investigators gather evidence and present findings without advocating for guilt or innocence. Investigation is followed by **judicial review panels** composed of trained judges, ethicists, and community representatives. No single judge has authority to render verdicts in serious cases.

**Forced bonding (non-consensual establishment of bonding relationships)** is the gravest crime in Aurelian society. Individuals convicted face forced medical reversal of the bonding, psychological support and rehabilitation, and community accountability measures (see 3.0.5 MATING & BONDING).

**Restoration implementation oversees restitution to victims, community service assignments, rehabilitation programs, and victim support services.** Individuals serving restoration remain integrated in their communities while fulfilling restitution commitments. Independent appeals and review mechanisms assess justice system decisions for equity and adherence to restorative principles, with ongoing auditing to prevent judicial abuse.

## 8.2 PREVENTING ENTRENCHMENT AND CONSOLIDATION

### 8.2.1 MERIT CREDIT RESTRICTIONS AND TERM LIMITS

**Individuals serving in government departments earn merit credits for their contribution**, but those credits do not translate to political power, additional governance influence, or elevated social status. Merit within government service is compartmentalized; achievement in one domain cannot be leveraged for influence in unrelated domains.

**Term limits prevent government entrenchment.** Department heads serve fixed terms (8-10 years maximum before mandatory step-down). Returning to government requires re-qualification and re-election, preventing the formation of permanent political classes or dynasties.

### 8.2.2 CONTINENTAL AUTONOMY

**Each continent retains significant local autonomy within the planetary framework.** Continental governments maintain local justice systems, cultural adaptation of planetary technology standards, and regional governance structures reflecting local values. Continents specialize in distinct economic sectors (Nyxara in biotech, Emeratha in eco-restoration, Sylphoria in luxury goods, Thrymhold in artisanal and spiritual practices, Vesperis in resource processing and logistics).

**The Planetary Government provides standards, oversight, and coordination rather than micromanagement.** Continents implement planetary standards authentically to their character while meeting equity and sustainability thresholds.

# SOCIAL WELFARE

## 9.0 SOCIAL SAFETY NETS & POVERTY MITIGATION

The Aurelian system rests on the principle that basic material security is a birthright, not a commodity or privilege.

## 9.1 GUARANTEED ACCESS & UNIVERSAL PROVISION

All residents have guaranteed access to shelter, food, healthcare, and education from birth—**non-negotiable entitlements** that cannot be denied based on inability to pay, social standing, or refusal of other services. These are administered through universal programs and continental housing allocation systems. Healthcare access integrates with the Personal Doctor System (see 5.4), ensuring that guaranteed provision aligns with patient autonomy and shared decision-making principles.

## 9.2 SECONDARY SYSTEMS & BRIDGING BARRIERS

Where universal access exists but barriers to uptake remain—logistical, psychological, or circumstantial—secondary systems bridge the gap: orphan care facilities (group homes with exit planning), emergency shelters, mutual aid networks, and transitional support services. These are staffed by individuals who choose this work based on their skills, interests, and sense of fulfillment (see 5.3 for the staffing-by-choice model). Mutual aid networks may integrate with regenerative food systems (see 4.1) to support local food sharing. Secondary system workers may require access to medical data for residents in their care (see 4.3).

## 9.3 AUTONOMY & LIMITATIONS

Acceptance of services is never compelled. Any person of legal age can refuse any service at any time and request it again immediately (see 5.4 for refusal-of-service principles in healthcare). The state guarantees access, not outcomes. Homelessness and poverty persist where individuals refuse offered services or where systemic gaps remain unmapped. This aligns with post-equality principles (see 1.3.1), where social standing cannot determine access to basic material security.

## 9.4 FUNDING & ADMINISTRATION

Secondary systems operate on a triple funding stream: excess merit donations, continental government allocations, and planetary government support. Administration is decentralized at the continental level to preserve responsiveness and alignment with autonomy principles. The relationship between this triple-stream model and unified planetary funding mechanisms (see 6.3.4) clarifies how secondary welfare systems complement broader resource allocation.
